I would recommend
Your Lordship to sanction an
increase of the grant from $5,000 to
$6000.

When this matter was
under the consideration of the Executive Council, it was agreed that it would be equitable that two considerations should have weight
in
favour of Bishop Raimondi's claims;
(1.) The large amount of good work
of Education which
in the cause
St Joseph's College and the
Convent Schools, in connexion with
it, and also under the management
of Bishop Raimondi
are
performing in this community
On this point, I
undoubtedly bear
my willing
testimony, after personal visits and observations, in my despatch No. 147
of the 18th July Ultimo. It will be
remembered that the Roman Catholics constitute the overwhelming
majority of the Christian population
of Hongkong; and that nearly one-fourth of the whole number of
